NSA Restructures Into Five Mission Centers, Including Cyber and AI

The National Security Agency is undergoing its most significant reorganization in a decade. Army Gen. Joshua Rudd — who simultaneously leads NSA and U.S. Cyber Command — announced in early September that the agency would replace its existing directorate structure with five purpose-built mission centers: Cybersecurity, Artificial Intelligence, China, Combat Support, and Global Intelligence. A 30-day implementation window is underway, with full operational capability expected by January 2027.

Rudd’s stated priority is speed. He has described moving quickly as “first priority,” ahead of scale, innovation, and integration, saying the agency must “move as fast as we can to ensure that we’ve got the right technologies.” Officials acknowledge the rapid realignment will “break things” operationally and require on-the-fly adjustments. Each mission center will have its own chief; leadership selections were still being finalized at the time of announcement. The placement of some units — including the Cybersecurity Collaboration Center — within the new structure is not yet publicly confirmed, while the elite Tailored Access Operations hacking unit is expected to fall under the Global Intelligence center. NSA’s previous major restructuring (“NSA21”), completed roughly a decade ago, is widely regarded inside the intelligence community as a failure, making the stakes of this overhaul especially high.
